Poaching in the worlds largest manta "sanctuary"? [My quotes -- there are no safe haves for chondrichthyans]

Ray Hilborn asserts that MPAs are causing a food security crisis -- that might be true if they actually worked! My editorial argues that MPAs aren't actually working for species conservation. This paper reflects my personal growing unease, but from the supportive emails I have received this unease seems to be shared by many of those that actually known an awful lot about MPAs:
